Okay here's how to get rid of that popup on -every single time you try to launch SIMS 4-. Go here and delete the folder inside -. steamapps\common\The Sims 4\_Installer\Origin\redist. When I open Origin (online) and then open Sims (offline) it recognises those packs are there somewhere, as it says I own them but then it says 'download to use'

HELP ME TRANSFER DLC TO STEAM! I decided bite the bullet and transfer my sims 4 game from origin to steam. I bought the basegame and 2 new dlc on steam. I downloaded the sims 4 through steam. I linked my ea account to my steam account. I launched the game and it works, the new dlc also works. My 2 previous pack that I had bought from origin
Quit the EA desktop and try to download the game from the xbox app. Number 2: (Worked for me) Simply sign out of your ea desktop, wait a few minutes then sign back in. Number 3: (Haven't tested it) Redownload both apps. Number 4: Contact support, best thing to do, they should know more solutions than we do (hopefully).
Then I clicked the SIMS game that I have. I scrolled down a little to where is says more and has that down arrow. I then clicked on the expansion packs and those that I already owned it said download which I did and it worked. I also clicked on the game packs and did the same thing. Hope this helps.

If after verifying the files are correctly placed and still not available, try to use their Sims 4 Updater as an alternative method for acquiring the DLC files. It'll repair, update, and download the game files including DLC files.

But I think the problem showed up since I didn't launc the EA launcher but immediately clicked the desktop shortcut (I dunno, but atleast the DLC's are working now!)
